My name is Larry Kelley, and I have the privilege of serving as chair of the Texas Ports Association. Over the last several years, Texas ports have experienced unprecedented growth and opportunity. This progress brings an essential need for infrastructure improvements, and we are proud that the Texas Legislature responded with historic support, investing $640 million in port infrastructure during the 88th Legislative session. These funds will drive billions in port investments and create thousands of jobs across the state.

Texas ports contribute 28% of the state’s gross product, support 2.5 million jobs, and have over $9 billion in planned projects for future growth. We are grateful to our corporate partners and the TPA staff, whose commitment has positioned Texas ports as vital components of the state’s economic development strategy.
